The Prime Minister's very notable shift on the Britain's after-Brexit relations to the bloc this weekend was crafted to signal to the business community, to EU officials, and to fellow EU nations, in addition to his own backbenchers.

A New Approach for Dialogue

Tighter post-Brexit commercial ties are projected to be examined as within an annual process of direct negotiations instead of solely at the ongoing formal review of the British-European agreement.

This constituted the clear response to political questions regarding a broader renegotiation of relations that involved rejoining the common tariff area.

Parliamentary Pressure

Some MPs, union leaders and cabinet ministers have joined calls to proposals highlighted by parliamentary moves last year that culminated in a non-binding vote.

Emphasising the Internal Market

The current new approach envisages synchronising with EU standards in three key areas to facilitate the easier passage of trade: food and farm exports, electricity, and the emissions market.

Commercial Calls

A major business group last month issued a list of further requests in other sectors to help exporters overcome post-Brexit red tape that has impacted the export of products.

Its internal research reported that a majority of business members agreed that the current arrangement was not helping business expansion.

A host of further domains could, feasibly, see a parallel method – convergence with EU regulations – in exchange for minimising post-Brexit barriers across production, in vehicles, industrial chemicals, or for example in VAT procedures.

Continental Perception

European capitals were underwhelmed by the modest aims in last year's reset, notably the London's refusal of ideas advanced by some experts regarding the effective return of UK products to the internal market.

The specific detail on power sharing and food and farm standards is still to be settled. A plan for UK companies to be participate in a major defence loan fund has hit a snag over the scale of the contribution, after some objections from the French government. Canada has signed up to the initiative.

Wider Context

The UK has agreed a deal to return to a student mobility programme and to discuss a young workers initiative. This has paved the way for subsequent negotiations.

Observers note that the release last month of a Washington policy paper has shifted the environment on UK relations with Europe.

The document noted that the US would "foster opposition" to the EU's present path and praised the "growing influence" of nationalist groups.

Among officials, there is an acknowledgement that the rapidly changing world has evolved further.

Domestic Considerations

Domestically, the governing party also foresees being challenged on European policy not just one opposition party, but also a further party, which is campaigning in its stronghold regions in local votes.

The Prime Minister's recent words are stem from a intersection of economics, electoral strategy and global dynamics as the UK embarks upon a year that will commemorate the ten-year mark of the landmark EU vote.
